So I found a page explaing this is how you set a logon banner on BES:

.I went in bb manager, clicked on bb domain, went into edit properties, click on IT Policy, select the Policy of your choice then select common policy group. Type the banner in the set owner or set owner name.

I can't find that anywhere.  Under common there isn't set owner or set owner name.  

I have two questions.

1.  is that even right?

2.  If not, then how do you set the banner?

I'm running BES Express.

do you want to set user name on device when it is locked?

You know when you login on to a windows pc, you have a logon warning or banner that you have to click ok to move forward on?  I was told you can do the same on BES, but it might be only available BES and not BES express.  Does that make sense?

yes that makes sense and might on ly be a full BES function as express wa made for Bring Your Own Device
