You are correct 4.0.x is listed in the table. The text referances using 4.1x or later.
"1. Verify that the Microsoft XML Parser is version 4.10.9404.0 or later. The Microsoft XML Parser version can be verified on the computer hosting the BlackBerry Enterprise Server by clicking Start > Settings > Control Panel > Add or Remove Programs.
Install Microsoft XML Parser 4.1 or 4.2 onto the BlackBerry Enterprise Server if it is not version 4.10.9404.0 or later."

4.1 is 4.10.9404.0 is 4.0 SP 1

Yes, it is confusing. My situation began after upgrading to BES for Exchange from 4.1.x to 5.0.x. BES server has MS Parser V 6 SP2 installed, and it was step 3 from KB article that got Contact Sync working again.
