I had a problem when i try to re-activate some devices, had a Exchange 2007 and Widnows 2003 with BES Express, we start having problem activating some devices, like we register the user on the BES, and do the activation process on the Device, the email arrive to the mailbox, bot the device never activate, and the email sent never remove from the mailbox, finally the device giveup, on December we migrate to Exchange 2010 and Windows 2008, we reinstall the BES Express, from scratch, because our all server died, now some users have emails and some not, we try to activate, registering again, but no luck.

remove all activation emails in the mailbox and try again
are all the permissions set correctly?
run this test on the affected user

Thanks for reply, the problem was solve, partial from your comments.
The problem is relate with the throttling policies, check the verification of the user, and if you get this error when you select the profile: OpenMsgStore() for this profile failed (8004011d), you can correct

exchange throtle policeis can be a kicker for some.
