Where can I sign up for push plus?

I haven't signed up for the eval version. So, I need to sign up for push essentials before signing up for push plus?

No, you need to sign up for EVAL before signing up for Production . EVAL will be Push Plus and can be used to test your application. Once you are ready to move to production you can apply for either Essentials or Plus in the production environment.

When signing up for push plus, it asks for a url.I want to test it locally before putting on a hosting server. Can I do that?

BIS Push cannot be tested locally, you will need a real device and a server with URL exposed to the Internet.

If you would like to test basic Push Functionality with a simulator I would recommend taking a look at the HTTPPushDemo server and client samples included with the Java Development tools.
