With a strong carrier network signal (e.g., not merely WiFi), I suggest the following steps, in order, even if they seem redundant to what you have already tried (step 1 should result in a message coming to your BB...please wait for that before proceeding to the next step):
1) Register HRT
Hopefully that will get things going again for you! If not, then please check that you are using the proper email settings via the email validation tool:
You also can try deleting and re-adding your configurations for the affected email accounts. Otherwise, you should contact your mobile service provider and/or email service provider for formal support.

Unfortunately, hope and luck have nothing to do with the problem of messages going to the outbox and not being sent. Registering, rebooting, using the EVAT or fooling with configurations are not fixes for this vexing problem. Eating a peanut butter and jelly sandwich is the best optiion. It doesn't fix the problem, but it is comforting.
