You mean you don't see anything when you do Options > Security Options > General Settings? Or you don't have those selections available? You should have some selections on that screen, and at the bottom might be two sections...one for IT Policy Name and another for Services. Is IT Policy Name there, and if so, what is the policy name?
If there is an IT Policy, then it's restricting you...but there is a fix...here...100% data destructive, so do a full backup first...

options- security options- application permissions
find the programs int eh list you are having trouble with and change all 3 options to ALLOW

And the first thing on the screen was content compression, but once again no mention of any policy. At the bottom it says, : services ***no services***"
