Touch Screen is not working properly

Hi,

 

I'm having a little trouble with my storm 9500's touch screen. There's a part of my screen that won't work. At the beginning I thought that the screen was malfunctioning or it was broken but for some reason when I connect my device to my PC the part that is not working changes and the part that was not working before is working. There are times when the entire screen is not working and there are times when the entire screen is working properly. I tried to reinstall the software of my device by wiping the memory and then installing the os using Loader but it didn't help at all.
