Torch9800 keeps trying to Reboot after apps upgrade without fülly rebooting.i have tried removing the battery.

I recommend that you attempt to boot into Safe Mode:

It may take you multiple attempts to get the ESC key sequence (press/release/hold) correct, so be patient. When successfully into Safe Mode, think carefully...what happened just before this behavior started? A new app? An update? A Theme? Something else? Think carefully as the smallest change could be causal...and attempt to undo whatever that was.

I have tried numerous attemps at Safe mode but the Phone continues to partialy reboot.

If you can't get it into Safe Mode, then you are left with only more drastic recovery attempts:

Hopefully you already have been using a good backup routine, because it's unlikely that you'll be able to do so now, given what you describe.
