If your 8300 is upgraded to OS 4.5, you can place the device on Silent or Vibrate to mute the camera sound.
Or get a third party application to do it, like CameraMute

Unfortunately, there's no option to turn off/on the Camera's Shutter for BlackBerry, and it seems to me that kind of policy that the company get benefit from it.
Because they think that is a kind of privecy, and to prevent spy and etc.. ended up to sell another spam software to mute or to silent the camera and it won't work.
That's not true, because BlackBerry is not the only camera in the market, and the picture's quality is not the top as they think, even the camera's technology and methodolgy that they have is always behind.
Finally, we should not forget that the main use of BlackBerry is to talk not to take a pictures. From my perspective, if they want to add an option like the camera, they have to make it right and integerated, just like all the other trade mark in the world, and I'm not going to count them because everyone know them.
Regarding the quality of picture, I think everyone agree with me that you can't compare Blackberry with Iphone for example or with Sony, or with Canon's Cameras or with.. etc.. For sure Black Berry gives a good quality but not the top like the others. and the others brand name you can turn the shutter off and on, also some of them very tiny and smaller than BlackBerry phones. So I could use these devices for spy purposes if I want with better quality.
There is no government's law or rule to comit the mobile manufacturer not to add this option (Shutter off/on), but only BlackBerry would like to create that rule in order to be a unique company in their product.
If I'm wrong please correct me, but don't say anything without evidences.
