Hi and Welcome to the Community...and apologies for the delayed reply!!
Hopefully you have already resolved this, but just in case...
I suggest the following steps, in order, even if they seem redundant to what you have already tried (steps 1 and 2 each should result in a message coming to your BB...please wait for that before proceeding to the next step):
1) Register HRT
2) Delete and Resend Service Books
3) Batt Pull Reboot
Hopefully that will get things going again for you! If not, then are you perhaps using a BB on corporate/BES? If so, it is possible that your BES admins have restricted this...and you would need to talk to them for guidance. Further, if your BB has EVER been associated with a BES system, then there could be a latent IT Policy on your BB if it was not properly cleansed when it was removed from that BES...and that latent IT Policy could be causing this. There are steps you can take to cleanse the IT Policy...please let us know if you require those.
