I am dealing with this issue too. What I've found is that for Google Mail (Gmail or a hosted domain), you need to unlock the Captcha for your account in order to get mail working under the BIS service. In the case of this thread, which is hosted email, the domain unlock did not work for me but may work for you and others.
To unlock the captcha on a personal, Gmail Account, point your browser to:
and enter your user ID and password.
If you are using a hosted domain (Google Apps for Domains/Education/Enterprise, etc), you can use the following link but have to replace the *DOMAIN* with your actual domain name (e.g. mycompany.biz):
I recently migrated my domain to the new "Common Infrastructure" for all Google Accounts, but it appears that Google doesn't have this part working 100% just yet. Let's hope. I plan to post this issue to the Google Apps forums, but won't hold my breath for it to get fixed.
