That's the problem.
Let me explain how your BlackBerry works. With other smartphones, when you request data from it (as in facebook, twitter, email, web page, etc.), the request goes from your phone to your carrier's servers (Azercell's), then on to the requested server then back to your phone. BlackBerry phones work differently. When you request data from your BlackBerry, the request goes from your phone to Azercell's servers then to the requested server, but on the way back it goes through RIM's servers where it's compressed before being sent to your phone. In order for the data to follow this path, your phone needs special instructions to allow for this flow of data. BIS, in conjunction with the service books on your phone, is what tells the data how to act.
So how do you get BIS on your phone? Simply call Azercell and tell them you require it on your monthly plan.
