Battery pull, etc. makes no difference. Assuming it is dead hardware. Any thoughts on a simple fix? Any idea what it may cost to fix?

Hello Jijngta,
I would suggest to do a clean reload of the BlackBerry® device software as shown here:
How to perform a clean reload of the BlackBerry® device Software for Windows

Test before restoring any data to the BlackBerry® device.
If this does not resolve the issue contact your point of sale for warranty and repair options.
