I have the same problem....My 9860 will not charge unless i do a hard reboot and remove the battery. The phone is on the latest ATT 7.0 Bundle 2216 (v126.96.36.1990 Platform 188.8.131.520)...Even if it starts to charge, it will stop charging during the night and the battery will not be fully charged when i wake up.

I recently just update my torch 9860 to the latest OS 7 Software and resulted in the exact same problem !! Wont recognise USB or Main Chargers unless I do a Battery Pull. However after the 5th or 6th Battery pull my Torch Nuked itself and I had to reinstall the software from scratch. This however didnt fix the charging issue so I still have to battery pull to this day.......... Im just waiting for it to Nuke itself again !!! I love my phone, but this is becoming a joke !!!!

I have had the same problem since I updated to OS 7 bundle 2392 (v184.108.40.2066 Platform 220.127.116.113). I thought maybe I had a bad phone and was getting ready to return it. Then I found this on the forum. Is this a software issue? I also have to do a battery pull so I can charge the phone. This also happens when I connect to my computer and connect to Blackberry Desktop. Will not reconize phone until I do a battery pull and restart the phone. Can anyone help? Has Blackberry really screwed up this time?

The exact same problem started for me last night after having the phone for 3 weeks. I'm using 7.0 Bundle 2406 (v18.104.22.1685, Platform 22.214.171.1244).
It wouldn't charge from the wall or my laptop. Only started working after a battery pull this morning.
