You will need to use BBSAK or JL_Cmder to wipe the device and subsequently load the OS to the device. Follow the instructions here:
http://www.blackberryfaq.com/index.php/How_do_I_wi
For BBSAK, here is the link: http://bbsak.org/
If JL_Cmder does not work, follow this instructional:

Hi,
Many thanks for your reply, but i have a couple of questions can you please help for that also.
1) Desktop Manager means desktop software which i have installed on my laptop ?
if not then which product to select from drop down in below link :
https://swdownloads.blackberry.com/Downloads/entry
2) For downloading Jl_Cmder i used the link provided in that page but it gives me below error.
Invalid Attachment specified. If you followed a valid link, please notify the administrator
3) Will your solution work in my problem because my phone is completely dead..no LED, no reboot nothing..
What do you think this a software problem of hardware problem ?
Can Application Loader detect my phone without signs of life in it ?
Please reply back to me ASAP.
Thanks & Regards,

OK, instead of JLCmder, use BBSAK.
And yes, if you have a laptop with the BlackBerry Desktop software installed, you should be ok.

I don't know, I just doubt that it is, unless the device has had physical damage.
Most can be fixed with wiping the device reloading the software.

There are couple of questions in my mind against your solution, can you please answer to them...
1) I have already installed BBSAK, but it does not detect my phone, as my phone is dead. so what should I do ?
2) If I use Jl_Cmder then after wiping data with Jl_Cmder will Application loader detect my phone for loading OS, because currently it dosen't detect my phone, Also please provide me a link for downloading Jl_Cmder.
3) I went to one Blackberry shop and he fixed my Board on another torch and rebooted that torch and it worked,
but the same dosen't work on my phone...So this can be a software issue or Hardware issue for my phone ?
My phone was working fine from last 5 months and does not have any physical damage.
4) Also Blackberry service centers in Mumbai are very immatured, Redington Service center say if you have purchased phone from us then only we can provide service and others don't have enough knowledge/Expertise to work on this issue.
Blackberry should seriously work on improving their service centers...present condition are very bad in India...
Please provide me some concrete solution for this...
Thanks & Regards,
