I recently changed phones. As per policy my personal phone (with both personal email and corporate email) was wiped before it was returned to me. I wiped it again before I gave it to my brother. He replaced the sim card and attempted to create a new account on BIS with the devices pin and IMEI. The website would not create the account. The error message was device account was deactivated contact your carrier. I spoke to AT&T level 2 support who told me there is no reason why the phone could not be setup for a new account. After a week of trying, he sent the phone back to me.
Does anyone have any suggestions?
