Red, correct it's not going through.

I had this problem last week along with a few friends.  It was fixed in a few hours.

Give it time, it should be ok.

My BBM has been fault in this way since 3 Nov until today and is unresolved (2 weeks and counting).

I'm not so sure its a server upgrade.

Issue is identical to what is described above:

1. I can send bbm to any contacts, get a "D" but never a "R" though they have read it.

2. I don't receive any bbms, not bbm status updates and no bbm profile pic updates.

I have rebooted, popped the battery, upgraded BBM, downgraded BBM, deleted and re-installed BBM, upgraded OS to 7.1, tried BBM (with upgraded version), downgraded OS to 7.0 again, re-installed BBM. Nothing resolves the issue. I have sent a Compose PIN message, remains red (unsent).

You have issues with the BIS server. Call your mobile provider.

For a few days my bbm was not working.  These were the issues:

-BBMs going through to my contact, but never showing as "R"

-BBMs NOT coming through from other BBM contacts ever (even after 2-3 days)

-I can updated my BBM status and picture and people would be able to see it.  

The things I tried, but didn't work:

-update the software

-take out the battery

-delete and reinstall BBM

The thing I tried and now my BBM works:

-I backed up my phone completely 

-completely wiped out my phone (back to factory settings) 

-restored only my pictures, music, contacts, etc.

-My BBMs went through and I could receive BBMs again.  Problem solved.  

How to completely wipe phone:

1. options

2. security

3. security wipe (make sure to not delete your media card if you have one)

4. enter "blackberry"

I hope this helps anyone else with the particular problem!
