Odd, all BlackBerrys have the Enterprise Mail setup as a default.
1. On your homescreen, press the Menu key > SHOW ALL, so that SHOW ALL is checked.
2. Look in EACH folder on your device... Setup, Applications, Instant Messengers, Downloads, etc.

it will go away upon reboot if on BIS only
you can activate with an app on app world, use desktop manager or Web desktop manager on BES

I've been on BIS only devices for almost ten years, and the BES option has always remained in the Setup folder, always.

snip
After the application runs, an Enterprise Activation menu item displays under the Advanced menu on the device (the menu item disappears when an administrator sends service books to the device). Instruct users to start the activation process using only the Enterprise Activation application for BlackBerry smartphones.
so maybe on your carrier it wont be removed but on AT&T it does when BES plan not applied.

I've had BlackBerrys, BIS only, on ATT, Tmobile and Verizon, and it's never removed the BES options.
I had ATT from 2007-2010, so yes it could have changed since then, though.
