Hello,
I have a Torch 9860. I do not have a data plan, I only use internet applications over wi-fi. Ocasionally, my device goes into a state where despite being connected to Wi-Fi and seeing the BlackBerry logo in the top right corner, the only internet application I can use is the browser. The rest say I am not connected to the internet. A workaround for this is to do a battery pull, but I was wondering why this occurs and if there's any way of stasrting it.

I have seen this in a very few other devices under your circumstances (data over wifi only with no BlackBerry data plan).
There are MANY suggestions for this in the linked thread of 200+ posts.. very detailed and thorough discussion of the same issue. You might want to review it.

I forgot to mention that this only started after I purchased a 1 day data pass from my carrier (Fido).
I contacted Fido and BlackBerry (via Fido) support and the ultimate solution was to purchase a data plan as that would solve the problem (my PIN was set to inactive on BIS).
To solve the problem, I did a "reset to factory defaults" via BlackBerry Desktop Manager and I restored the latest backup I had before I bought the 1 day data pass.
My device is in a state where applications work over Wi-Fi 100% of the time
