another day and I still cannot receive BBM from outside UK. Is there anyway I could contact RIM in person? I have tried to email help@rim.com and it ask me to find other alternative to contact them.

Hi,
Often, error 66 is service books related. Try to resend them and re-register in htr. If this does not solve the problem, then yes, you have to talk to your service provider.
About BBM, I give up and I recommend you to talk to your carrier as well.
Which OS version did you installed in your device?
Be sure to install the lastest version of windows live messenger client app.
Let me know your progress.

Here is the screenshot of my contact. The blurry contacts are from my home country, and the non-blurry are from UK. I have install the latest BlackBerry Handheld Software v6.0.0.2921 (All Languages).
And also, I have found some people with same issues at forums.crackberry.com/native-apps-f152/blackberry-
But what is different from me is that I can use it a couple of months ago until I continue my BIS subscription at 11th of february.
