I had to reinstall the OS

Why do you think your device has been suspended , Did your Carrier told this ? If it is then reinstalling OS , SIM swap etc will not solve this issue , From where you brought that device ?

I bought it from a distributor in my town,,,
This is very confusing
because my phone listed in plannumbering international.
BIS but I could not connect, and I try to register to RIM no Balsan,, this signifies suspend my phone in pin
if the rim can memmbantu,,???

If your Carrier or Mobile service provider say that your device PIN or IMEI has been suspended then RIM currently BlackBerry cannot do anything in this regard . If that device is reported Lost or Stolen then the previous Carrier might have Blocked or Blacklisted that device ,It is only the previous carrier who can release or Unblock that device , which they won't do .
So if you're told that its PIN or IMEI has been suspended then the best option will be to return that device from where you bought and ask them for the refund . Its better to buy a new device from any Carrier or from an authorized BlackBerry store with bills.

No problem your english is much better . So for your device yes you have only that route , if your Mobile service provider told you that device PIN or IMEI is blocked , No one can release that except the carrier who blacklisted it , I know you cannot find the carrier and even if you find they will not released it if it a stolen device. So As I said please Contact the distributor from where you bought that device and get you money back and buy a new device from only BlackBerry Authorized store, I know in Indonesia there are many Dedicated BlackBerry Stores buy from there or any Carrier .

So did your Carrier or Mobile service provider told that there is no problem with your PIN or IMEI ? If that confirmed that, then ask them to activate Data Plans on your account . Also no need to post or list your PIN or IMEI number in an open forums .

I can't check your IMEI if it is suspended or Blocked, Don't know why your service provider is so confused , they can get all the information if they need.There may be many reason if your service provider is unable to register on there network, like if that device is Blacklisted , if that deice is not an Unlocked device,Or if that device doesn't support your carrier network. Or on your device Go to Options > Device > Advanced System Settings > SIM Card
Type MEPD on the screen.( You won't see those letter that you typed ) On that see what you get behind Network, Service Provider , SIM .
