For all of the BB-proprietary services (including BBM), the user indeed must have an adequate data plan from their carrier that includes the services they desire. What those plans are called varies quite widely from carrier to carrier. Some offer plans with email only, no BBM and no Social Networking. Others offer different mixes of different BIS-level services. But, you are correct that some level of BIS plan would be required in order to include BBM. No BIS plan at all would definitely preclude the use of BBM.

A bunch of us recently discovered that we could access BBM with our Data Services turned off. This is obviously something new and perhaps it wouldn't work without some type of data plan (even a generic one) attached to the SIM card, but to not require the Data Services to be turned on surprised us. This might be related to the OP's question.


At any rate, further experimenting might be required before I make any further comments on this subject. Cheers. :smileyhappy:

Yup...I stumbled into that recently as well (resulted in a big "L" on my forehead!!). Somewhere in the OS 7.x level (not sure where), they changed how the "Data Services" setting works. Previously, if that was set to "Off", then no data services would work over any channel (carrier data network or WiFi). Now (at the proper OS level), turning Data Services Off still allows BIS functions over WiFi. But a BIS data plan is still required in order to have those services at all.
