You missed the last number.

The phone app info only shows version numbers 5.0.0 but the modules it has listed show version 5.0.0.66.

I know that option is available starting with OS .484.
You should see it somewhere in the options for .591
Keep looking.

I think that was the leaked beta. I have no idea what was in that.

You're right. It is Version 5.0.0.66 under the path you indicated. I tried to "update" the version but wouldnt accept it. Again...strange.

I would suggest this: Use your BlackBerry Messenger function to backup your contacts you have now, and also, do a complete backup using Desktop manager.
Then, go to Options > Advanced > Applications and scroll the Messenger application and don't click on it, just scroll to it. Click Menu > Delete and remove the application.
Now, do a reboot: With the BlackBerry device powered ON, remove the battery a few seconds and then reinsert the battery to reboot.
Finally, use your BlackBerry browser to go to http://blackberry.com/blackberrymessenger and download/install the Messenger application again.
After installation and possibly another reboot, check your Instant Messaging Folder, or Downloads folder for the application.
You can restore your contacts from the BBM v.5 application or from the Desktop Manager > Backup/Restore > Advanced.

Sounds good and I'd be glad to try that possible solution, however, the OS will not allow me to delete BBM application like the previous OS versions. I have also tried the DTM to delete the app but have been unsuccessful with that route. I instead downloaded the BBM version 5.0.0.57 from the website to replace the version 5.0.0.66 and that version did the same thing.

Pretty strange. I've looked at a 9630 today with the same OS loaded and same BBM version and the choice to enable/disable this feature is there.
