Can't delete downloaded apps

I am trying to use the delete function for apps that I have downloaded (not legacy installed apps). It prompts me if I want to delete (fine) but when I select ok to delete, it locks my phone up which requires me to re-boot. The app is still there and fiunctions. I know sometimes it takes several to many minutes to normally delte, but after an hour something is wrong.

Any ideas? I can't get rid of these. I have also tried to physically delete files with a computer hook-up, but the app justs laughs at me and keeps working.

I like how you say that the app laughs at  you!!

Lets try safe mode:
Battery pull, insert battery and when the red light goes off, hold down the back key through the entire boot process.  It will give you a message about safe mode.    
remove that app and do another battery pull.

Ok, tried that twice. Held down the back button during the whole 10-15 minute re-boot. Never got to a safe mode indication.
