Understand that. The issue is this. As others have noted, external chargers (e.g., third party wall and car chargers that accept USB to micro-USB cables) often will not charge the Tour even though the charging symbol appears on the device. Seidio and other companies offer special cables with one USB end and two micro-USB ends, one for charging and the other for syncing. Standard USB to micro-USB cables work fine for syncing and charging from the PC but not from these external chargers. At least that's my experience so far and that of others documented elswhere. I was trying to pin this down before I got my Tour, and now that I have it, my experience is consistent with this observation.
