2) Highlight your BT device and go to Device Properties.
3) Disable Encrytion and turn off Echo Control.

I had the same problem with a Blackberry 9630 in my Prius (2009). I fixed it by changing the Bluetooth speaker volume on the Prius.
Prius has a hidden Diagnostics menu. To get there check out this site:

From there the menu button(s) took me to bluetooth send volume. The default setting is 0. I cranked it up to 5 and the low volume problem was gone. That was over a week ago and we haven't had any volume problems since.
I can't take credit for it. Found it on a Prius Chat forum but it worked great!. However, the Bluetooth speaker issue is definitely with the 9630. I had a Palm 700P previously with the same car and had no Bluetooth issues. Same with a Plantronics headset. I think it's about time Blackberry addressed it.
Hope this helps you Prius users. Don't know if it works in other Toyotas.

For many of us, changing the encryption and noise cancellation settings do not work.
We keep hearing about an update to the OS but nothing official yet.
Calls to Verizon receive a standard reply of "it is a problem with your (head set, bluetooth speaker phone, car stereo, car) manufacturer. Please call them"
My original and recurring issue is the called party not being able to hear me when i call from my car. My kids phones and my previous phones all work fine. 3 tours have never worked with bluetooth.
If anyone has any news it would be great to hear from them.

This thread has been very quiet. I'm a Verizon user, and am still having trouble with the bluetooth volume. I see there has been an update for Sprint users, and some other leaked OS downloads, but I'm still in a lurch.
Any suggestions at this point, or do I just sit around and wait for Verizon to get off their hiney?

If you upgrade from the stock OS that came on the tour (.40 I believe), this should address your issues. I am running .53 right now and it resolved my BT issues completely. There are tons of posts on crackberry.com about how to install a new OS on your tour, and you can download the latest OS directly from Blackberry. The latest tour OS on the blackberry site is for sprint and its .57. You should still be able to install this OS even if you are not on Sprint.....see the crackberry forums for step by step instructions on how to do this.
