on a 9630 tour speed dial is set up use letters is there any way to change that over to numbers like most other phones use

Hi faust119 and welcome to the BlackBerry Support Community Forums!
The BlackBerry® Tour™ smartphone has a full QWERTY keyboard and thus will allow a speed dial for each key. This means you have up to 26 different speed dials that you can save as opposed to 10 on a normal phone.
If you also notice, the numbers on the keyboard coincide with letters, thus you can still feel like you're using the numbers 1-9 by setting up the speed dials for each of the letters on those keys. To make it simpler, hold down a letter from the home screen, if it doesn't already have a speed dial number associated, it will ask you if you want to add one to it!
