Is PlayBook the only device I can develop for when using AS3 and Adobe AIR?

Currently, only Adobe AIR and WebWorks SDKs have been released.  Others, including  C++ and Java are "planned" for the future.

Can I package an AIR release for any other device?

Not yet for BB.  Android and iOS, yes.  If the QNX/Playbook goes well, rumor has it that QNX will be the new OS for future BB cell phones.  But that is only a rumor at this point.  If it does, then AIR, Java, C++ will be possible on all BB devices.
