I agree with junk apps. But for a lot of developers who have never submitted an app the $200 is a lot of money. I know I probably wouldnt have submitted my app if I had to pay $200 up front.
Well maybe its not a lot of money but not knowing if I will regain that $200 is something that would keep me away. And I dont think too many people actually buy apps on blackberrys compared to other OS's.

If you think that your app doesn't worth $200 probably it doesn't worth it so it isn't a "good apps" and may be considered a junk app.
With all respect for your apps, probably you will be rich with it and I will hope it for you.

Not really. I have for example an app that will be used by probably only 100 users all over the world
It works OK but it is too specific and solves a single issue. So if I have to pay to upload that app, I would never do it, because it is not worth.
Not to mention that actually every app upgrade costed $20, even for free apps. Now I can push small ugrades once a week, before I waited a month or two to collect enough features and bug fixes to push the upgrade.
I still consider removing the 200$ fee one of the best RIM ideas for attracting more developers.
