i want to upload my app on BB app world, do i need to pay BB for Signing and Publishing keys?

No, all that is free. You need to register to get access to the Vendor Portal. Actually, I believe you can get keys without a vendor portal access.

That is correct, you do not need a Vendor Portal Accoutn to get signing keys. Note Tablet OS. BBOS and BB10 all have different sets of signing keys.
