I need help with an APP

I'm trying to create an app for my website. 

Similar to Facebook and Twitter... I want my logo as quick link to my website for my visitors. 

 

HOW CAN I DO THIS?? 

Where do I start? 

Can I hire someone to do this for me here??

Thank you. I've tried this link and the video sends you to another link that isn't working.

I'll be honest... I'm hoping I can pay someone to create this for me because it looks quite difficult.
