It is forbidden, there is somewhere thread about it, i cant find it. On GotGame and AllAboard portathons that wasnt specified, and some developers submit description and images before portathon, but on last portathon and next one, that is forbidden.

The following too is from the terms and conditions, again point 3. They specifically say from *any* OS to BB10 OS
Develop a new application, or port an existing app from any operating system ("OS") to the BlackBerry 10 OS. ("App").
Apps earlier built for, say PlayBook, are eligible for the port-a-thon, so in my opinion uploading the images and description should be allowed as per the terms.

It was already discussed, RIM officially said that application in Vendor Portal must be created during the port-a-thon - so you cannot create the application and during the port-a-thon just upload a filebundle.
But if application already exists with releases not for BB10, you may just upload a BB10 release.
The idea is that you cannot create just a 'container' for your new app.
