You can send it to the app world marketing email address. There is no guarantee that it will be listed, nor are you told when it would or if it did. Typically, you have to monitor it or notice an increase in downloads.
Both times my apps were featured they e-mailed me and told me the date. The first time I waited 8 weeks for a response, the second time they accepted the app in 2 weeks.
