I have one app (Pixelated) that is often in the top rated section and currently has 4,339 reviews. This is a free app that has been around for 3.5 years with most reviews coming from phone (not PlayBook) users. Mostly it got some many reviews on the basis of being downloaded many many times. The ratio of reviews per download seems to get smaller after the first ~100 reviews. I would be highly, highly suspicious of any app with over 10,000 reviews.
