No, it is not the fully released BlackBerry10 device which will be launched on January 30.
It is purely a developer alpha hardware and software device... not at all to be confused with the final device.

isn't the device running a beta release of BB10 platform? I know they are de-activating them after launch

Slightly related to the Original Posters question -
How long will a Dev Alpha B device go for? is there any expiry / limitation on it? apparently I'm elligble for one from the Community Port-a-thon - but awaiting confirmation and approval of applications.
Is there any link showing specifications / limitations of the Alpha Devices?

It will expire, RIM has not said when, likely sometime shortly after the launch.
There's no specific link with all features and limitation, but reading an studying these developer sections you'll learn a lot.

Thanks for the link - heaps of good information on there..
So its basically a stripped BB10 OS, just to allow testing of apps?
it doesn't mention that it will be disabled soon after BB10 launch either.
