I spoke directly on the phone with AppWorld customer service, at that is not what they told me. It is an issue between them getting credit from PayPal. Either your information is incorrect (I'm still waiting for where you got it from) or Blackberry's customer service is wrong. If your right, it would just add one more layer of frustration and prove even more the poor customer service for them not knowing the correct answer.
In any event, even if you were right, the best the carrier could do is intercede. My payment went from me to PayPal to AppWorld. It is AppWorld who is waiting for the money from PayPal, and it is AppWorld who would be either activating the download or initiating the refund. The carrier can't do any of it.

Hmmmm. Interesting. You may be correct. I may be correct. It is, however, completely moot since you've already traveled down a path of resolution for your specific situation.
I realize you wish to know where I get my information...all I can tell you is that it does comes from RIM. Of course, the fact that two RIM sources would provide conflicting information certainly is no surprise to me...happens all the time. Humans, after all.

For anyone who may want to know what eventually happened... AppWorld customer service told me that even though they saw that my payment through PayPal was made and approved, because they did not see PayPal transferred the payment, it was my responsibility to resolve the issue for them with PayPal. I contacted PayPal who, of course, stated that everything was processed immediately, and that AppWorld customer service was mistaken. PayPal said the best they could do was file an inquiry on my behalf. That inquire after about a week received no response, and was escalated to a dispute. The dispute also received no response, and PayPal reversed the charges. So, you would think if there was some legitimate issue why I was not able to download the app I purchased that AppWorld would have communicated it to PayPal when PayPal sent them an inquiry, but they didn't. It would have been nice to have the app, but I did get my money back.
