In your case I'd recommend you stick with v3 then, if v4.0.0.63 and v4.0.0.55 are not working. Stay with what's working.
As for you other questions, I don't know the answer to "why" anything.
If you need to complain about RIM, call Telekom your mobile provider and ask to have your issue escalated up to RIM level tech support and let them know of your disappointment. We are users just like you, trying to help you with experienced advice we've encountered.

And, just to add, if you have 3,000 users on BlackBerry, you probably have a tech support contract and your IT people can likely get a direct answer and support for what you need.

Yes, there are resolutions posted. Don't know why it is not working for you.
