Given what you describe, it is probable that you will not be able to succeed until your BB returns to it's "home network"...reloading everything likely caused the required Service Books to also be wiped out, and those are delivered to the BB via the home carrier network. Typically, the SBs cannot be delivered via WiFi nor when roaming on a non-home network.
I wish the answer were better for you, but that's sadly how the system works.
