After fighting with the disgusting problem for months without any official solution or explanation from RIM. I finally get this annoying issue tackled.
The answer is simple and straight forward.
Suppose your OS version is 5.0+ which you most likely have to upgrade your blackberry app world app on the handheld to the latest version available which is at least 2.0+, RIM has enforced the blackberry ID authentication since then, so you have to login to your blackberry id account before you can actually download any app from app world on your blackberry.
Here is the trick:
The blackberry id you use to login to the webpage version of app world has to be IDENTICAL to the blackberry id you used to login to your handheld app world app (if you never ever used the app world app on your blackberry, make sure to at least use it to download one random app, even with a borrowed sim card with data service.)
This will get yourself out of the issue immediately.
