Spotify was lauched in Singapore a few months back now - but it is still not possible to download the app from BlackBerry App World.
Spotify support adviced me to contact BlackBerry support, please see the following email conversation:
Spotify has been live in Singapore for a while now, how come it is not possible to download it from BlackBerry App World?

Thanks for your reply. I am able to download it from https://m.spotify.com/ - but the problem is that this link lets you download an old version of Spotify - version 0.5.0.3, which has problems with offline playlists, the offline tracks does not play after restarting the app. This was fixed in version 0.5.1.2, which is avaible from BlackBerry App World (but appearently not in Singapore).

If that doesn't work, could you tell me what Blackberry model do you have and it's Operating system version.
When I try to download Spotify from the URL you specified, it says:
Unavailable for this device
I use a BlackBerry Bold 9900 with OS version 7.1 Bundle 2218 (v220.127.116.114).

In this case, I'm afraid I won't be able to help you, as the app should be downloaded from the BlackBerry app world, you could always contact Blackberry and ask them why you can't download the app.

I fear you have been misled. This site is not a channel for any formal communications with, escalations to, nor support from BlackBerry for any purpose at all. Rather, it is a user-to-user community of volunteers who try to help each other out. But it is not a proper venue for your request to receive any formal attention.
Further...end users actually have no control over AppWorld. Rather, the developer is in control of that. I checked and indeed Singapore is not listed as an available country -- one must meet ALL of the requirements, if any are not met then the app is not available. But, the reply you received from Spotify is quite interesting.
You see, developers hold responsibility for how their app appears in AppWorld -- if Spotify feels that their app should show as available in Singapore, then they have a problem. And they further have a dedicated "Vendor Portal" system through which they can raise issues like this directly with BlackBerry. End users have no such access.
So, sad to tell you, but I believe your best chance is to reply back to Spotify, telling them what you have learned, and that they should use their Vendor Portal access to make the corrections in AppWorld so as to make their app properly available to their audience.
