Greetings,
I am able to log into my blackberry app world account using my email address and password. Once logged in, if I click "My payment options" or "Blackberry ID" I am prompted for my username and password again. Entering my email address and password will not work at this point - there is no error message, it just clears the username and password fields and prompts for the username and password again in a perpetual loop. I have tried using different browsers and different computers.

From what you say, it sounds like you are doing this solely via a PC/browser? Have you tried via the on-device AppWorld client? If not, then please do...

It was not working from the device - so I tried from the PC and encountered the problem. After a power-cycle of my Blackberry it started to work.
