Hi and welcome to the forums!
Have you received any error messages? I upgraded as well but haven't had an issue.
1. Do a hard reset
2. Go to options>device>Application Management> find the Blackberry Application resource monitor.
Without clicking on the app[ press the menu key> view properties and edit the default permissions. I would disable the compatibility mode, in my opinion it's not beneficial.
3. If all else fails you can always delete the app (please do a full device backup first). It will be listed as uninstalled on App World but you can always reinstall it.

When you looked at the Application Management option did you see the Application Resource Monitor listed?
