Yes, as long as you do have the BlackBerry data plan on your service provider account, you can use the WiFi only connection to download from AppWorld.
If you do not have this data plan, no.

Well, you haven't stated your device model (as is recommended in your welcome email), so the settings path here might be different, but you should go to your Manage Connectons screen > and turn OFF your Mobile Network connection to your service provider.
Your WiFi will be ON and connected, and you can use AppWorld.

FYI...in some cases (mine included), the latest version of AppWorld will not launch if my carrier network connection is turned off in "Manage Connections" -- "You do not have sufficient wireless coverage or your connection to the wireless network is turned off." This happens when I have WiFi running and the carrier network connection turned off. All other services run fine (both BIS and BES are connected via WiFi) but AppWorld will not run. I suspect this has to do with the recent changes in payment methodologies available in AppWorld...it must run via the carrier network in order to utilize all of those payment channels.
