Since purchasing a blackberry support contract i decided to make a ticket on this issue, here is the response I've received.
RESPONSE FOR TECH SUPPORT:
You have my sincere apologies for the incorrect information provided.
Assuming you are having the issue with reply/forwarding flags being sent to Outlook from BB10 devices, this is currently a known issue and will likely be corrected in a future version of the device software.
If you are having this issue with devices running OS 7.1 or earlier, please provide the following information.
1) Is cached exchange mode on in Outlook
2) Does the Outlook Web Access have any differences in the reply/forwarded flag?
3) If "reconcile now" is performed on a device does this force the change through to Outlook?

At last - it has been fixed. Newer versions of BB10 OS 10.1.xxx use SmartReply and SmartForward (I think that's what they are called). I don't know for sure when it was implemented, but I noticed it on 10.1.0.4651
I'm currently using 10.1.0.4687 and Reply or Forward States are correcly showing in Outlook using ActiveSync account.

BESAdmin's, please make a signature with your BES environment info.
BES 5.0.4 and BES 10.2.2 with Exchange 2010 and SQL 2008
