I brought this issue up over a year ago, on the forum and with support over the phone. I was told by a rep at the time, that a fit update would add this option. 

 

I use an app called Effetica, to resize about 20-40 pictures a day for work. They all have to be done separately too. Photo Studio Pro also has a resize option. My companies website has a picture dimensions limit, respectively. 

 

You have no idea how much some of us would appreciate BlackBerry finally adding the option to set photo sizes.

Can also be done with the free Photo Studio v.1.2.9, choice of 6 sizes (including original) + custom.

With the February, 2014 update to BlackBerry software, now, when you attach a picture to an email and hit send, a page comes up in the three options to resize the photos, before the email sends.

On BB 10.2.1.2997 you can set size options for emailing photos from the Hub settings. 

 

Hub / Settings / Displays and Actions / Prompt for email image size.
