When I send an email from my BB10, the time stamp on the email to the receipient is 6 hours out.
How do I fix this?
The time on my BB10 is correct.
The time zone on my BB10 is correct.

I call B.S. on the answer ... this has been pointed out as a problem a few times and still is an issue, even with time corrected.
BlackBerry can NOT consider BB10 and the Z10 until some of these bugs are address ... absolutely enbarassing for business, especially havening to tell contacts ... "ya, it's a bug with Blackberry's new BB10" and the ensuing giggles and coments about why we are going BACKWARDS with smartphones.
I ahve heard about the time stamp issue at least 3 times today alone.

I'd say it is an issue with BlackBerry - this used to happen on the PlayBook. Mail sent was using GMT in the headers, and not the local time zone as it should have.
It was eventually fixed, but I forget it was in an update, or if it was work on on the backend with their mail protocols.
I haven't experienced this yet, luckily, but I have seen a bunch of posts regarding this issue. Hopefully it gets fixed soon.

I am facing this problem too on my Z10.
The time stamp on emails sent is 5-1/2 hours out (I am in a time zone which is GMT + 5-1/2 hrs).
Settings on my phone are correct. The time shown on the phone is also correct.
Time shown on received mails is also correct.

Remember, there is no more push email, contacts, or calendar with BB10 except for Microsoft Exchange accounts. No push Gmail, no push Yahoo and yes, email is checked every 15 minutes by default minimum.
Check you're setting first and then go from there.
