I wanted to know if the Bluetooth is locked like Apple or not ..

No one has replied yet, and maybe because no one knows what you mean.  I don't.  I have had no experience with Apple since the IIe.  Recommend you explain.

Apple lock the BT and you can transfert a file only on Pc or another Apple device.

See what others say, but so far as I know bluetooth functionality is not restricted to that extent.  You may find security procedures that you find inconvenient, but not limitations like you describe....so far as I know.

No limitation about BT u can have access to all procedures on PlayBook and also on blackberry alpha dev

That doesn't mean much in Blackbery terms. I keep hearing about API releases for the Playbook coming out soon but no ones knows when.
