Welcome to BlackBerry Support Community Forums.
Try clean uninstalling the BlackBerry Desktop Software following this article. http://bbry.lv/acVRkU, disabling UAC, and your startup items, rebooting and reinstalling. If you are still experiencing the issue, I would advise creating a new Windows user account (also admin) and installing and testing the Desktop Software in that account. You should still be able to run it in your current Windows user account.

Sorry for the premature post.
I did what you suggested and had the same error report when trying to run the DM software.
Using msconfig I disabled almost every app listed.
The installation ran properly.
Registered the DLL file.
Are there log files I can create and post or fwd to you for further assistance?
This is a real tricky problem as I don't know where to look for further data relating to the problem and I have spent hours searching forums and the net for guidance relating to this issue without success.

When you disabled startup items, did you hide all Microsoft items and disable all startup items?
Did you have the same issue after installing in a new admin Windows User account and testing in that account?

Using MSCONFIG I disables items such as:

I'm sorry but for some obscure reason my touchpad is faulty and submits the post prior to completing it.
Following on from th above message, the apps disabled in MSCONFiG from starting is:
Google Toolbar & Update Manager
Intellipoint
Logitech
HTC desktop app
Micosoft Security Essentials
Microsoft Windows Mobile Device
Microsoft Office Onenote
Quicktime
I left running the following:
Audio (Sony Viao)
ALPS Pointing device
Sony PBM and ISB utility
I do not know what you are refering to when you say hide, versus disable at startup.
I created another User Account with Admin Rights and used that new account to install the Blackberry DM after disabling the apps with MSCONFIG.
The error I am getting now is much like the former:

Try clean uninstalling again, disabling UAC on your PC and in MSCONFIG on the Services tab check the checkbox on the bottom of the page for Hide all Microsoft Services. Then on the Startup Tab, click the Disable All button and reboot the PC. Then try reinstalling in the new Windows user account and testing the Desktop Software in that account without your device connected to the computer before testing it in your own user account also without the device connected. If you do not receive the error message, then test with the device connected.

Any more ideas on how to resolve this?
I am getting the same error message - unfortunately a solution never comes. I've uninstalled and re-installed twice now. Am using Vista operating system (and getting very frustrated)
