Visit below link, select your respective operator/region, then select your device if it is listed & check for the latest bundle.. if your phone & site, both shows the same, then you're on the latest.

Oh, that's a different question. RIM has stated they would release BBMv7 with Voice for OS 5 devices a few weeks or shortly after the original release. Not sure when, perhaps just after the first of the year, that's my guess.
