Is that at the initial BIS acoount login screen? That doesn't take the BlackBerryID, but a BIS account login username (not an email address).

Ok, if this is a brand new device, that is not the place to enter the BlackBerryID.
It's asking for the BIS account username and login
If it's not know, call your mobile provider tech support and ask them.
